The core question: Is the victory condition floor 100 specifically, or is it "reach floor 100 and sign any pact"? These are very different — in GAME_BRIEFING, floor 100's guardian is Sand element. If you need the floor 100 pact specifically, that's different from "reach floor 100 and have any pact signed."
Recommendation: All three documents should agree on the exact victory condition — which floor, which pact (any vs. floor 100's pact), and what the ×3 multiplier applies to.
